Press Release: Women in Planning appoints new national co-chairs

Women in Planning is pleased to announce the appointment of Annie Gingell and Shelly Rouse as its new national co-chairs, effective January 2026.
Annie and Shelly join co-founders Alison Mackay and Charlotte Morphet in leading the organisation at a key point in its development. The appointment of Annie and Shelly forms part of Women in Planning’s wider work to develop a national strategy and action plan, with a particular focus on succession planning and long-term sustainability in the lead up to its 15-year anniversary in 2027.
Annie Gingell brings over a decade of experience across the planning sector, with particular expertise in affordable and specialist housing, Green Belt development and the promotion of strategic sites. A Chartered Town Planner and highly regarded Expert Witness, Annie is a trusted advisor to developers, housebuilders, housing associations and local authorities, and a prominent voice on housing issues through events, publications and podcasts. Annie steps into the national role from the Women in Planning South West Committee.
Shelly Rouse is a Principal Consultant at the Planning Advisory Service, with a strong background in local government and national planning reform. Her work focuses on supporting local authorities with housing delivery, development management, plan making and building capacity, capability and skills. Shelly began her career in local government and has worked across a range of planning disciplines.
Co-Founders, and National Co-Chairs Alison Mackay and Charlotte Morphet said jointly:

I am passionate about strengthening the network’s national voice, supporting the incredible work of our branch committees and helping create an environment where people feel confident to progress, lead and shape the future of the planning profession.”
Shelly said:

“I am delighted and honoured to be taking on the role of co-chair alongside Annie, Alison, and Charlotte. I have been involved in Women in Planning since 2018 and, more recently, have been chair of the Kent branch. I have seen firsthand the positive impact the network has on its members, building collaboration, understanding, and support between the private and public sectors, as well as the wider placemaking profession. I hope to use this role to build on that cross-sector collaboration and ensure the network continues to provide much-needed support for those in local government."
Women in Planning is an independent network that aims to promote a diverse, equitable and inclusive planning industry. It has 16 branches across the UK and over 4,000 members. While focused on empowering women, the network is open to all and believes that equality is only achieved through inclusion.
